Meanwhile, Megatron, Starscream, Sho...。小花小草到城里寻亲，不幸路遇坏人，被胁迫去首富家里行窃。姐弟偷窃被抓，在众人面前受尽委屈和欺辱，却意外发现首富夫妇是自己一直在寻找的父母，只可惜父母有了别的小孩，认亲之路漫长艰难，小花小草该何去何从。飛虎隊總督察張鐵柱乃匪徒聞風喪膽的罪惡煞星，而為打擊利用小島作屏障的軍火走私集團，因此他策劃一項「雷霆掃穴」行動，要將黑道集團一網打盡。 「凍肉人」賀龍手下控制一群殺手，直接或間接犯下各種嚴重罪行，故此也成爲「雷霆掃穴」的頭號敵人。在行動中，張鐵柱受命與反黑組高級督察汪志強合作，兩人均是警隊的精英份子，實力加乘效果之下，賀龍只有倉皇敗退，而汪志強在一次追捕當中，槍殺了賀龍的手下小黑，其弟聞訊之後誓要爲兄報仇...。。
